Mr. Jon Holtom, P.E., CPM

Mr. Jonathan (Jon) Holtom, P.E., has a Bachelors degree in Mechanical Engineering from the Florida State University and has been a licensed professional engineer in Florida since 1998.  Mr. Holtom has direct experience in residential and commercial construction, lumber and plywood manufacturing, mechanical engineering consulting, and has worked with the Florida Department of Environmental Protection’s (FDEP) Division of Air Resource Management for the past 25 years.  Mr. Holtom has previously served as the Program Administrator of the Bureau of Air Regulation’s Title V Permitting Section and as the Environmental Administrator of the Office of Permitting and Compliance’s Power Plant Permitting and Compliance Section.  Mr. Holtom is one of DARM’s leading technical experts in Title V permitting requirements, the federal New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP).  He also serves as the Department’s leading expert on the federal rules for reciprocating internal combustion engines (RICE).  In addition to processing Title V and air construction permits for electrical generation and industrial facilities, a large portion of his daily work is concentrated on providing permit writing training and rule applicability determinations to statewide regulatory staff, as well as to the regulated industry owners and their consulting engineers.
